Our Strategic Vision
Our mandate is anchored in the National Security Strategy of Vanuatu, which prioritizes human security, stability, and sovereignty. In line with this, the VPF is undergoing focused transformation—ensuring our service remains responsive, resilient, and rooted in community trust.
We are strengthening our operations under the pillars of:
- Community Policing – Building real partnerships between police and communities to prevent crime, resolve conflicts, and promote local safety.
- Intelligence-Led Policing – Using data, evidence, and analysis to proactively tackle criminal threats and emerging risks.
- Inter-agency Cooperation – Working closely with traditional leaders, ministries, churches, and NGOs in a whole-of-government approach to national security.
100 Days of Action and Reform
Under the Commissioner’s 100 Days Plan, we have launched targeted actions to restore public confidence, address youth delinquency, and professionalize our force. Flagship initiatives such as Operation SPOTLIGHT are tackling urban disorder, strengthening frontline visibility, and empowering our young people with new opportunities for reform and growth.
We are also reviewing internal processes, modernizing training, and ensuring that discipline, accountability, and ethics remain the backbone of our organization.
Our National Security Environment
As a nation vulnerable to climate change, cyber threats, transnational crime, and social disruption, Vanuatu’s security landscape is complex and dynamic. The VPF is rising to these challenges through:
- Enhanced border control and maritime policing
- Strengthened cybercrime and intelligence capacities
- Community-level disaster preparedness and response coordination
- Combatting gender-based violence and protecting vulnerable populations
