Cyber Safety Awareness
The awareness team from the Crime Prevention Office conducted an awareness on the 10th of November 2017 from 9am to 11am, at the Kawenu Sports Field. This awareness was requested to the Crime Prevention Office by the Just Play Program manager Mrs Melly David from the Vanuatu Football Federation. The program’s main target is to educate children through sports (football) in Living a healthy lifestyle that is free from diseases and free from criminal activities.
As stated the participants involved are primary students from 6 primary schools around Port Vila and from two other Villages in Efate; The schools and villages involved are Fokona Primary School, Ecole Saint Joseph, Eratap Primary School, Erakor Primary School, Vila North primary School and Melemat Primary School.
Present at the event were also partners from organisations as Shefa Education Office, Shefa Health Department and the Crime Prevention officers.
Police presentations during that event were based on Cyber Safety Crime, Respect, Reporting Offences, Assaults, Theft, and Abusive Language. The team also handed over Cyber Safety Promotional materials to the children.
The CPO team consisted of Corporal Grenly KENDER, Constable Jeff NATAPEI, Constable Indianna MENES, Constable Auldrine LOWONBU and Constable Marie NATUAMAN.
This event brought together a total of 60 plus participants (Teachers and Students).

Crime Prevention Awareness At The Port Vila Market House
Awareness presentation delivered to the members of the public at the Port Vila main market house.
This awareness convened on the 01st June 2018 from 9am to 11:30am.
The main topic of the day targeted offences from Public Orders Act, mainly Nuisance.
This awareness commenced with an opening speech by Corporal Grenly KENDER followed with an opening prayer by VPF Chaplin.
ACP south, Superintendent George SONGI mentioned in his speech that he has observed that people in our communities have not taken the Law seriously, even though there has been on going awareness by the Police. He added that there are still too much necessary noises by youths with their music boxes, which shows that there is lack of respect in our communities.
Mrs Manina added that parents are the first teachers in the home. It is their duty to raise their children with right manners and respect. Respect is honourable, and it is important for people to learn to respect the leaders, chiefs and the Law.
Chief Paul Fred represents the community of Sea Side Tongoa in Port Vila which consist of over 70% of youths. He related his speech mostly to customary Law and Order.
Pastor Tom NAKAT from the Methodist church gave spiritual encouragement to the listeners, he stressed that people should live an orderly life, learn to be self-disciplined to receive promotion in life from God.

COMMISSIONERS MESSAGE
As the Commissioner of Vanuatu Police Force, it gives me great pleasure to introduce Vanuatu Police Force Annual Police Plan for 2018. Preparatory work for this has been consulted widely with our stake holders. I welcome this collaborative approach and Vanuatu Police Force will endeavor to listen ever more closely to our communities to continue to deliver an excellent policing service to the public.
The creation and embedding police service over the last two years of the strategic plan 2016 – 2020 has been complex and challenging. The fight against crime continues and we will not be complacent in our effort to reduce harmful activities that undermine our way of life and generate risk to our communities. Public expectations around the quality of Police response remain understandably high, and some of our communities continue to be disproportionately impacted by crime. Policing continues to wrestle with the challenges of keeping people safe in a modern society, but often more isolated and vulnerable, lives.
Alongside the challenges, there are also significant opportunities which allow us to look forward with some confidence. This Annual Plan for 2018 will be underpinned by the strong financial settlement that the Vanuatu Police Force has received from the Vanuatu Government for the year ahead. The Public continues to experience the effects of crime and the influence of its magnitudes with youths and unemployment in the society.
Our 2018 priorities focus on reducing violence, disorder and antisocial behavior; reducing road accidents; protecting those most at risk of harm in or Communities; tackling the causes and effects of serious crime; transnational crime. Our approach will be clearly based on prevention and collaboration to ensure the most efficient and effective service delivery. Our Policing priorities are set against the Vanuatu National Sustainable Development (VNSDP), The Ministerial Corporate Plan and the Vanuatu Police Force Strategic Plan 2016- 2020 that outlines strategies to which this plan emerges thus providing pressure on our finances, which remains a need for the Vanuatu Police Force. This Plan is about addressing the here and now. It sets out what Vanuatu Police Force is seeking to do and how it seeks to do it. It has been informed by more engagement with partners and the public, together with the professional assessments of the police themselves.
The Monitoring and Evaluation will be tracking for the accountability of how Vanuatu Police Force is progressing against Plan. Central to the delivery of the Plan are the 619 officers and staff working to ensure Vanuatu Police Force Continues to deliver a high standard of service to the public. Some 50 officers have retired in 2017 and other 50 early this year 2018. Our propose strength of 920 officers have now reduced to 619 and continuing to decrease.
We Recognize our responsibilities as an employer and will work with the Communities to strengthen engagement with an already committed workforce. I am proud of the officers and staff of Vanuatu Police Force who work hard every day to serve the public and I pay tribute to the work they have done over recent years to maintain a strong operational response during a period of such significant change.

In any natural disaster - for example cyclone, tsunami, flood, earthquake, volcanic eruption causing damage or landslide - refer to the National Disaster Management Office website. Always follow the instructions of the Vanuatu Police Force who may be assisting in the management of the disaster.
Bussines Plan Bedget Meeting 2019
Acting Commissioner of Police made a statement this morning at the opening of the VPF Business Plan Budget meeting at the Aquana resort.
In his statement, he highlighted some important Policy decisions and directions that will soon be implemented, as it is very important to help the VPF shape a way forward in addressing the security challenges and risks and at the same time build on opportunities that are currently present.
Commissioner emphasize on building a stronger relationship with citizens through better delivery of services and through greater involvement of citizens in our Police Force.
Commissioner acknowledge and thank the VPF security Partners for their tremendous work and support towards the VPF in particularly assistance provided through the Vanuatu Australian Justice and Policing Program and Defence Cooperation Program. The meeting will close on Friday 24th May 2019.

UPDATE ON MR PRICE CASE
Vanuatu Police Force through the Trans-National Crime Unit have now completed the investigations on Mr Price.
Mr Price owners home was raided November last year by the local Police, Police have been conducting investigations following reports of illegal activities that were reported by inside source. Following the raid, four suspects were arrested and still remanded at the correctional centre.
The case file is now with the Public Prosecutors office to appear before Supreme Court on the 06th March 2019 to set up other date for the hearing.
Charges that were laid are;
- Slavery
- Money Laundering
- Human Trafficking
It is likely that more judges will be laid by the Public Prosecutor. The Vanuatu government is committed in the rations and other expenses of the victims who are directly involved in this case.

ANNUAL ROAD TAX 2019 GRACE PERIOD LAPSE ON FRIDAY 29 MARCH 2019.
Police Traffic is appealing to all drivers and vehicle owners to make payments for their vehicle annual road tax 2019 before end of business on Friday 29th March 2019.
Police will confiscate any vehicle using the public roads in Vanuatu without 2019 annual road tax sticker on the said vehicle.
Any driver or vehicle owner that comes in to pay its annual Road Tax 2019 after the said date will have another 25% added to the normal fee.
It is against traffic laws to drive a vehicle on a public road without an annual road tax.
Under the Road traffic Control Act Cap 29 police has all the powers to confiscate any vehicle that do not pay annual road tax. Such vehicle has threats to road safety for other road users.
Similarly, all vehicles using a public road in Vanuatu must have a road worthiness certificate granted by the Government Workshop certifying the said vehicle is road worthy.
To ensure road safety is maintain at all times Police will ensure road traffic laws are enforce.

VANUATU NATIONAL SECURITY CONSULTATION (NSS) SEMINAR
A Vanuatu National Security consultation seminar was held on Thursday 6th of August 2018 at the Vanuatu Police Collage.
It is organized by the Vanuatu police Force in corporation with the ministry of internal affairs, with the aim of developing a first ever NS (National security) consultation inclining with the people’s plan of the national sustainable development plan.
“Today we are taking a first step to ensure that we address our national security, the importance of National Security is huge, as national security is intimately linked to economic stability, resource efficiency, good governance and social cohesion” said the minister of internal affairs, Hon Andrew Napuat.
He then expressed in his opening speech that National Security is a broad and evolving concept, concerning how Vanuatu shapes its environment, and how Vanuatu prevent and prepare for threats to its sovereignty, people, assets, infrastructure and institutions.
“Today National security is all about human security, climate change and natural disasters” he said
Leaders at the seminar are determined to de-isolate Vanuatu from economic developments as such as Chinas dynamic economic transformation, however a NSS must first be in place.
Vanuatu is not the only nation facing national security challenges. Governments around the world are being faced with more immediate national security challenges such as criminal, transnational crimes and terrorism.
‘Vanuatu’s security landscape concerns corruption, money laundering, drugs and arms, natural disaster, thus the responsibility of the state is to protect the sovereignty of the state and the values, wellbeing and the prosperity of the people ” said the commander of the VMF
An objective of the seminar is to develop an NSS that will drive the decision making on national security that will identify and prioritize different challenges.
“Our vision for Vanuatu’s national security is for a unified NS system that works with all partners to act on threats protecting our nation and shaping it based on our own interest and ensuring a safe and secure population’’ said Hon Andrew Napuat
He then said that once Vanuatu has identified its security objectives, efforts must be made to pursue them and work in collaboration cooperatively with all government agencies in realizing these objectives.
Different agencies may have different roles in addressing national security challenges but still all are bound by the government’s fundamental responsibility for national security.
